Development zone, an area which was usually mentioned in economic category, is also the result of the historical development. Judging from the perspective of historical development, they result from the development of productive forces of human society and the general development of exchanges. In our country, there are many kinds of development zones, such as Economic and Technological Development Zone, High-tech Industrial Development Zone, Export Processing Zone, and so on. Although all kinds of development zones have different functions, they attract a great number of attentions and arouse the enthusiasm of research as a special region which differs from administrative areas. What are the keys to the successful development zones? The answers to this question are the focus of the study.Summing up most of the previous research literature, the author find out that they usually focus on the functions of the development zones. But, only few researchers mention the relationship between the Development zone and the administrative areas. Thus, the author chooses the governance model of the development zones as the key object of study. The success of a region subjects to a wide range of factors, such as the different location, the cultural traditions and so on. But it is undeniable that an effective governance model of development zones has an important compact on promoting the development of the development zones. This article attempts to establish a relatively perfect governance model of the development zones, which bases on study of theory and practice. This not only can be learned by other development zones, but also can guide the governance model of administrative areas. This article is divided into five sections:Section 1:The first part of the article begins with the relationship between the development zones and the administrative areas, including the definition of the development zones; the category of the development zones. And then, the author sums up the definition of governance and chooses the"network governance"as the path of the research from the three paths:"the governmental path","the third sector"and"network governance". In the end, the author analyzes the situation of the study on governance home and abroad, and then defines the"governance model of the development zones"into: the diversification of the main governance and Multi-subject of equality, interaction and coordination. It is concluded that the development zones and the administrative areas have some common ideas about the governance model. In addition, the product of the research on the administrative areas can be also applied to research on the development zones.Section 2: According to the theory of governance, the government, market and civil society should form cooperation networks to achieve the governance of the development zones. Accordingly, the author puts forward a basic framework of governance model of the development zones, including three main subjects: the organic integration of government and market; the positive interaction of government and civil society; the construction of effective government. The three subjects constituting an organic unity are able to give full play to their own advantages of the government, market and civil society.Section 3: According to framework of governance model above, combined with the actual situation of the examples, the author divides the whole standards into tiny measures as follows:(1) The organic integration of the management Committee of the development zones and the enterprises, such as: the concept of the government's pro-business and its specific measures; the enterprises' role in public administration; the Government's efforts services to market and so on.(2) The relationship between the management Committee of the development zones and civil society, the main measures are: the government's support to the third sector; the participation of the public policy formulation; the services to the residents.(3) The construction of effective government. The main task of the management system of the development zones includes: the establishment of the management committee; the concepts of the management Committee of the development zones; the degree of management in accordance with the law and the administration efficiency. By assessing the governance model of Kunshan Economic and Technological Development Zone, Suzhou High-tech Industrial Development Zone and Suzhou Industrial Park Qualitatively and quantitatively, the correctness of the foregoing framework will be supported.Section 4: The author makes a comparative study of the governance model of the three cases, point out the differences between the three and summed up their common successful experiences: the construction of effective management committee, the management committee 's"pro-business thinking", and the positive interaction between the management committee and the third sector. These experiences will also provide concrete evidence of earlier theoretical framework. However, the earlier theoretical framework still exist some shortcomings: lack of participation of the third sector and citizens in the formulation and implementation of public policies; the deficiencies of the performance evaluation system; monopolization of the public goods. In order to solve these problems, the author puts forward his suggestions for improvement as follows: the introduction of social forces to participate in public management; improve the government performance evaluation system; the introduction of competitive mechanisms in the field of public services.Section 5: The author thinks the governance model of the development zones and the governance model of the administrative areas will learn from each other and come together. Government, market and social forces is the driving forces for the development prospects of the governance model of the development zones. This process still lies in the building of the service-oriented government,the improvement of the market economic system and the participation of the civil society.In the end, the conclusions of the full text are: the positive interaction networks of the government, the market and civil society are initially set up. That is why the three development zones to be successful. Although the interaction networks are not as perfect as ideal in governance, but it as a governance model of reference to other areas of our country is obvious.
