Research On Suzhou Government Policies Of Modern Service Industry

Since 1960s,The whole world industrial structure presents the trend of transforming form "the industry economy" to "the service economy".Developed country's service industry proportion almost achieved the degree of 2/3 in GDP since the 21st century.Modern service industry is becoming the important engine for economic growth,Its development level already became the symbol to weight the economy modernization level.The international experiences indicated that the government policy has the extremely profound influence on the industrial development. In our special economic system background and special industrial structure condition, the government preferential policy about industry has a huge influence on the entire industry,Service industry policy becomes the important ways to promote service industry.Started from the early 1990s,Central Party Committee and the government have released the service industry development policy for three times.Under national policy's instruction,the land released service industry development policies in abundance.Suzhou Municipal party committee and government have made the decision about promoting service industry to span in November,2004.Afterward,the development policies which used to promoting service industry to span are released one after another.With the support and the guidance of the government policies,Suzhou modern service industry has made much progress.But the government is insufficient speaking of the modern service industry,Compare with industrial policies,service industry policy environment is still not very loose,the modern service industry's development has not been able to adapt the demand of that the economy and society develop.This article embarks from the Suzhou modern service industry's development situation,Regarding government policies of modern service industry,from the view of public policy,Utilized the theoretical knowledge of politics,management science, economic,statistics,etc.,Through the ways of interview and literature search,etc.,This article analyses and appraises the Suzhou present policy system and the policy process of modern service industry,then,affirms the results and points out the insufficiencies. In order to make instructions to solute the question,this article utilizes the public policy theories to exposit the importance of government policy in the modern service industry development,to appraise the present policies,to prepare the rationale for the countermeasures finally;Using the government function theory to expound the importance of the government macroeconomic regulation and control and the policy guidance;Using the industrial structure evolution theory to expound the importance and necessity of the industry restructure and developing service industry specially the modern service industry when the economy and society developed at a certain stage. Based on this,with the profits from the overseas' experiences of developing modern service industry,This article proposes several suggestions to improve the Suzhou government policies of modern service industry,In hope to providing the reference for Suzhou municipal government and the Department concerned to formulate and improve the modern service industry policies,and in order to promote Suzhou modern service industry to realize the spanning development as soon as possible.
