Green Barriers On Trade In Textiles And Comprehensive Response Strategy

For breaking through Green Barriers radically, the status quo of our textile industry encountering Green Barriers in trade and the Green Barriers system of Europe Union, America and Japan are analyzed. The measures of government, corporation, and guild answering Green Barriers are studied. The results show that, in the process of answering the Green Barriers the government should act as the organizer, guide and service station and supply the guidance and support for the corporations. The idiographic measures include that the establishment of Chinese green technical rule of law and standard should be consummated in order to compel the corporation to increase the production quality and build our Green Barriers; the cleanly production quomodo should be pushed by establishing the fund and the policy of revenue, finance, credit, invest and industry in point; the environment diplomatism should be actively developed and the government should organize the corporations to solve properly the trade entanglemant caused by Green Barriers according as the WTO principle and Chinese Foreign Trade Law, and the government should be concerned with the establishment of international rule to reduce its blight for our textile industry. The corporations is the main body of answering Green Barriers and its environmental level should be increased from three aspects which include manage system, production quomodo and product to prepare replying Green Barriers forwardly. The idiographic measures include that the environmental manage of corporations should be reinforced and the shape of environmental manager system should be translated from reliant to jural, and the ISO14000 environmental manage system authentication should be pushed actively, and the zoology safety control system should be established; the cleanly production quomodo should be pushed pressingly; the product should be tried for the authentication of environmental manage label and zoology textile label to protect its export from Green Barriers. The guild should fully exert the predominance as the agency institution and lead the establishment of the Green Barries Early Warning system, which include collecting the early warning information, evaluating the risk, informing the early warning information, supplying the celerity reactivity strategy and the consultation of the information to help the corporations. It is pointed out that only the cooperate of government, corporations and guild can lead to the breakthrough in Green Barriers and this is our mainly research orientation for the future.
