The Risk And Governance Of The Vulnerable Group In The Urban Relocation

Urban demolition is designed to continuously push the process of urbanization, raise the living standards of residents and improve their quality of life. However, a strong contrast is revealed by surveys, related reports and literature studies. Instead of the original intention of urbanization, relocation creates a new poverty, new vulnerable group and produces a series of risks. For the vulnerable social security is a very important way to avoiding risks. But there is such a phenomenon: on the one hand the demolition directly increases the demand for social security ,on the other hand, it seems to be willing to create new risks. The purpose of this paper is how to go out of this circle and shake off the original study which is limited in the inherent shortcomings of social security system.For this purpose, the paper is different from the previous view on demolition studies. It takes a risk perspective to exam the risks that the vulnerable group may suffer in economic, political, social relations. Combining with some typical case interviews on relocation, it mainly describes the risks through the process of the exclusion and marginalization, including employment, housing, resettlement transition, the participation on decision-making and social relations.Then based on the inspiration of risk social theory, it reviews the existing decision-making and related resettlement and compensation system in the urban relocation. It profoundly analyzes the reasons through two respects:"organized irresponsible"and"Institutionalized risk", revealing such a fact: the urban demolition will reduce the living standards of vulnerable group and make a great deal of risks .On this basis some effective proposals will be brought out to relieve the risk in the relocation. It concentrates on the rebuilding the responsibility of government and avoiding the institutionalized risk. The participation of people experiencing risk will also be emphasized ,because it is the most important weapons to confront the risks.
