In the 21st century, with the coming of knowledge-based economy and global economy integration, enterprises are facing a more intense competition. Performance appraisal is one of the major means to stimulate the enthusiasm of the staff, improve business efficiency and enhance their competitiveness. If enterprises do not have a scientific and reasonable performance evaluation system, it would be a lack of targeted in the payment of wages, staff training and staff deployment areas. Performance evaluation is no longer a result of fair assessment, but to really improve the performance of organizations and individuals and realize enterprises goals and promote staff development through the ways of long-term, dynamic and two-way communication. In order to meet corporate strategy and business development requirements, the enterprises, especially state-owned enterprises have to face a major task, which is to gain a competitive advantage in the increasingly fierce competition through the performance appraisal system design.In the thesis, the system of performance appraisal for the Southwest Branch of SINOPEC Sales Company was re-designed using key performance indicators and anchoring score, and integrating the theory of fair, expectations and performance evaluation and the practice of the company. the key factors in the successful were found for companies departuring from the company's development strategy, then these factors were assigned to the development and staff, which ensures the same interest between the company and staff, and established a system of performance appraisal based on the strategic and performance. Firstly, it stresses the importance of performance evaluation through research on the background and significance. Secondly, it explains performance appraisal theory. Thirdly, it analyses the status of salary and performance system and the existing problems of the southwest branch of SINOPEC sales company. Fourthly, it specifies the necessity and urgency of performance appraisal redesign. Next, it applies performance appraisal theory and combines the company's own characteristics to redesign the performance appraisal system. The contents include: determination of KPI, weight and performance appraisal programme. Finally, it describes the use and feedback of the performance evaluation results . The System design of performance appraisal retains the core staff, enhances the team work awareness of staff and improves the company's efficiency and competitiveness. At the same time, it also lays a solid foundation for the company's long-term sustainable development.
