The entry of WTO and subscription of<International Framework Convention on Tobacco Control>makes domestic cigarette industry face the unprecedented competition and challenge.Being observed covetously by the overseas cigarette magnates which have strengths in terms of human resource,technique,finance, marketing and management,State Tobacco Monopoly Administration take "separation of industry and commerce" as an opportunity,to enforce the industrial reformation,to argue the overall strategic deploy of large market,big company and great brand,to build "2 of 10_s" as main work by aiming at creating Chinese cigarette,"2 of 10_s" means more than 10 big companies and more than 10 backbone brands.At present,the tobacco industrial companies have past the fighting stage of merge and regroup,as well as brand integration.The existing 18 companies all have realized the scale expansion of more than 1,000,000 cases production.However,industrial reshuffle and brand integration are still in process,the competition among companies has evolved to a pattern of big company to big company,strong company to strong company,quick response company to quick response company,which one wants to take a step further in the competition,it has to do better in terms of technique innovation,research innovation,brand innovation and marketing innovation.Small industrial companies' survival and development will be challenged in such a competition stage of survival of the fittest.This paper has analyzed and studied the marketing outer and inner environment of Hebei Tobacco Industrial Corporation,by using marketing theory and SWOT analysis, which displayed the strength,weakness,opportunity and challenge during the development,and pointed out that Hebei Tobacco Industrial Corporation must change marketing concept and strategy,try its best to make its diamond brand become national backbone brand,to realize the goal of becoming one of the "2 of 10_s" by main means of product,price,channels and promotions.At the same time,make Hebei Tobacco Industrial Corporation as a modern cigarette product supplier and service supplier which towards the market,respects customer needs and constantly improves service quality.In this way,Hebei Tobacco Industrial Corporation can permanently survive and develop in the constantly changing international and domestic environment. This paper is also supposed to give some feasible suggestions to industrial companies which on their beginning stage and in a weak situation of competition..
