This thesis researches the middle-term development strategy of S Tobacco Industrial Corporation (hereafter refers as S corporation).The development strategy is the direction of an enterprise's operation. It can efficiently guide enterprise's operation plan's working-out and practice, and help enterprise achieve its objectives and goals. In short, it is focusing on the questions in three which are: in middle and long term, what the enterprise is expecting to achieve (goal), why the goal is realistic (resources), and how to achieve it. Therefore, the study on enterprise development strategy has strong practical value. It is an important branch in the research field of modern enterprise management.Chinese tobacco industry is categorized as'light industry and food industry'. Through the development in a century, it has formed the current structure– It is by the strict management of state monopoly system, to produce in ration according to the plan and unify the wholesale channel. It encourages the enterprises to improve the product quality, and compete in the domestic tobacco consuming market.It brings huge pressure on the enterprises who participate due to the more and more competitions in the market. The study on enterprise development strategy has become more important and pressing to the enterprises'operating management.The outline of the article's study is:First introduce the S corporation in general. Then analyze its external and internal environment (using system and science strategy management model and tool like: GPEST, SWOT, Porter's five forces model, and so on. The key area of research is on the affect to the enterprise's development strategy due to the state policy and the competition status among the enterprises in the industry.). And, find a feasible middle-term development strategy and corresponding implementation plan in next 3-5 years for S corporation.
