During the "Golden Decade",coal industry has developed rapidly and the production capacity has expanded fleetly. But due to the superposition of multiple factors,coal industry faced many human resource problems, such as overmuch organization sets, levers, employees and burdens on society. These problems in the golden period were temporarily hidden and ignored. As the gold period faded, there are many serious problems in the production capacity. In 2015,more than eighty percents of coal enterprises were caught in loss, "Go Capacity" made the surplus Labor problems on the verge of breaking out. At the same time in the adjustment of industrial structure, the methods on shunting redundant personnel scientifically and reasonably have become most of the coal enterprise's better choices on reducing the cost and increasing efficiency. Facing with the serious loss, it is very important for the SH to resettlement its redundant employees.On the basis of related theories about human resources management and by accessing to a large number of literature, the article learns the past successful experiences and the current distribution of state-owned enterprises. According to the characteristics and cause of redundant personnel to sum up effective countermeasures and distribution method, the article pays more attention to the problems reflected from the resettlement work and the element on we should care about. At the same time,by looking though SH coal industry development yearbook and conducting empirical research into various units, the article searches large amounts of data on the production scale, profit ability,the production cost and the department of personnel structure in recent years. By referring to the our country's law about the resettlement work and current relative policy and advice from our country and government,within the framework of policies,laws and regulations, combined with the current status of SH coal industry, the article hopes that enterprises can exactly choose the effective resettlement countermeasures and ways to design reasonable resettlement scheme and implementation plan.The article researches the current human resource status of SH coal industry, the company's development process,organizational structure, The analysis of the human resource structure contains academic structure, title structure, job structure, age structure, etc. and summarizes the outstanding performance of the company's redundant personnel, as well as causes and characteristics. Then, the article clearly points out that the urgency of the resettlement work. Due to analyzing external policy and internal environment objectively, the article develops in-depth research, summarize effectively to determine the general idea of distribution, and the overall goal.The article designs the resettlement scheme, implementation procedure and guarantee.Finally, the expected results of the program were evaluated and summarized. The research conclusions provide a certain guiding significant solution to the human resource optimization of the SH coal industry, and it also has a certain reference value for the similar enterprises in China.
