Research On Developmental Strategy Of Agr-Restricted Development Zone Of Hubei Province

In the National 11^th Five-year plan, it has been explicitly proposed that our national land can be divided into 4 zones including optimized development zone, stressed development zone,restricted development zone and prohibited development zone, based on the current capacity ability of resources and environment, the developing density and the potentials for further development of different regions in China.At present, the Major Function Oriented Zone planning in the regional planning part of this project has started in Hubei province. Generally speaking, in this planning, the land of Hubei province was divided into 3 main zones including stressed development zone, restricted development zone, prohibited development zone and 6 subordinate zones including the state-level stressed development zone, the state-level restricted development zone, the province-level stressed development zone, the province-level restricted development zone of ecological type, the province-level agr-restricted Development Zone and prohibited development zone.Proceeding from the study of Major Function Oriented Zone planning in Hubei province, this article will focus on the development strategy of agr-restricted development zone, which is located in Jianghan Plain. With flat terrain, convenient traffic, dense population, developed market economy and abundant water resources, this area enjoys a nature-endowed advantage in developing agriculture.This article consists of 5 parts. The first part, as the preface, will introduce the background and meaning of choice item, the space development experience obtained both in China and abroad, the innovation and framework of this article and some relevant concepts. The second one will brief on the base situation of this zone, mainly concerning about the types and distribution of Major Function Oriented Zone in Hubei province.The third one will get the relationship between the agr-restricted Development Zone and food security discussed. Then, the fourth one, as the core component of this article, will put forward development strategic methods, in which many aspects such as the strategic basis, leading ideas, aims, countermeasures will be discussed. The fifth part is the concluding part which clarifies the main conclusions of this article.
