Research On Model Of Rural Social Old-age Insurance In JILIN Province

Since the 21st century,Jilin Province's economy has developed into a brand-new era.In 2006,people over 60 in Jilin Province have reached 2.802 million,accounting for 10.54 percent of the whole population. And the elder people are 1.202 million in the rural area,which increased nearly 200,000 over last year and presented the phenomenon of "old before rich".However,in Jilin Province,by constraint of the level of economic development and dual social structure,the present old-age security system reform mainly concentrated on the system arrangement of suburban,the bottleneck of rural social pension insurance has not really been resolved.Therefore,under the aim of a harmonious society,in background of the traditional support functions weakening increasingly,rural social pension insurance in Jilin Province has become an important issue to the public.And as the core of rural social old-age insurance,pension insurance naturally becomes the focus of the issue.Therefore,this paper starts with the relationship between rural social old-age insurance and the level of economic development in Jilin Province,and analyzes the pattern of rural social old-age insurance in Jilin Province deeply,from the perspective of supply and demand.So according to the needs of different demand main body and the physical truth of country in Jilin Province,the paper constructs a multi-level and multi-channel pattern of rural social pension insurance in order to achieve the goal of solving the question about general farmers to care for the aged.This article has mainly researched the pattern of rural social old-age insurance in Jilin Province,which on the base of own actually investigation material and academic researched production from following several aspects:1.This paper reviewed the historical vicissitude process of rural social old-age insurance system since the establishment in Jilin Province,from which we can understand some result and the insufficiency.Then it points out that walking the socialized retirement path is an inevitable trend,as a result of the superiority of society old-age insurance of its own function and the attenuation of traditional retirement safeguard function.2.The paper analyzes the present pattern of rural social old-age insurance in Jilin Province.In terms of the population structure theory and C-D production function,it constructs the evaluation model for the level of social old-age insurance mode,and then it evaluates the level of rural social old-age insurance of Jilin Province.It also compares between urban and rural areas respectively and shows that the level of the pension insurance is lower.By calculating the level of development of social old-age insurance coefficient and analyzing adaptation between the current level and economic development,this paper comes to the conclusion: the adaptation doesn't match seriously.3.It analyzes the present pattern of rural social old-age insurance in Jilin Province.Using the statistical analysis and the case analysis,starting from the perspective of supply and demand,the paper studies the supplying and need current situation of rural social old-age insurance in Jilin Province.And it reaches that the supplying of old-age insurance system is not worth gravely.But affected by some factors in need,such as economy income level,farmers' burden,consciousness of old-age insurance,it is lower that the different need main body for the rural social old-age insurance.But,by the investigation,we got it that there is still more lurking need for the rural social old-age.4.The paper exposes in details that relatively successful models of the rural social old-age insurance system of domain and abroad,which are SuNan and Beijing Daxing District of inland and France,Singapore and Japan of outland.By analyzed the model of old-age insurance of above-mentioned countries and regions, this paper gets revelation to develop the social old-age insurance in Jilin Province.5.Unifying the actual situation of countryside in Jilin Province,and taking the level of development of productive forces in the countryside and various aspects bearing capacity as the basis,the paper has constructed one pattern of rural social old-age insurance,which is administrative level and multi-channel.This pattern can adapt the different old-age demand of different main body in system,adapt the countryside economical level In the payment way,and establish farmers' personal account system of old-age in the account design,.
