Approaches To Establishment And Perfection Of Rural Social Endowment Insurance System In Jilin Province

The problem of endowment for the aged in Jilin Province country is urgent to solve. Jilin Province is a big agricultural province, whose rural population at the end of 2005 year amount to 12.895 million , which accounts for 47.48% of the total population. The population 65 year old and above nearly reaches one million. There is a long-existing good tradition of supporting, loving and respecting for the aged in China. Senior citizens living in Jilin Province country are weak communities in dual economic structure of city and country and impoverished social stratum, and also are the communities which most need to endow. They should obtain the endowment in material life and comfort in spirit.But the traditional rural endowment system in Jilin Province is facing the challenge. Because the implementation of the birth control policy, the system of family contracted responsibility linking remuneration to output and the reduction in cultivated area result in the fact that family and land have weakened the safeguard function for the farmers; But the household enjoying the community endowment for the aged and enjoying the five guarantees account for small portion in contrast with the whole population. It is not only deficient in credit but also unaffordable for the armers in terms of commercial endowment insurance. All these make it necessary to establish a rural social endowment insurance system in Jilin province country.The problem of the rural social endowment insurance system in Jilin Province is continuously is a focal point question being heatedly argued in theory and practice among multitudinous scholars. But the problem of how to establish and perfect the rural social endowment insurance system appropriate for Jilin Province at present has not achieved the mutual recognition.This article has analyzed the background and urgency of establishing the new rural social endowment insurance system in Jilin Province country, illustrated separately the present situation and the theories concerned. Based on the comparative study on the domestic and foreign rural social endowment insurance system and also the subjective and objective conditions of the establishment emphatically, the author believes that Jilin province has already possessed the conditions of establishing the rural social endowment insurance system. The basic tentative plan of establishing the system is proposed, and some constructive ideas and advise on its establishment and perfection is also put forward. This was main research results of this article. Finally some advise and suggestions on the make overall plans of city and country social security in Jilin Province are presented.The research goal is to improve the living quality of senior people through establishing and perfecting the rural social endowment insurance system in Jilin Province, facing the challenge of old-aged population. The system will expand the need within Jilin province, maintain economy growth, stabilize the society, impels the construction of the northeast old industry base and construct socialist new country.
