Especially with the trend of population aging, the problem of rural endowment is becoming more and more serious.Our country have constructed the embryonic form of the rural pension system earily.With the continuous development and change of society, the new development appeared, such as the Family Security Mechanics, collective old-age security pension and social assistance, and so on, a variety of methods combined and supportive. The establishment of the socialist system of rural endowment insurance, also called the "old-age insurance system“, however, along with the profound changes in society, the "old-age insurance system“has shown its weekness, its development has not kept up with the form of rural endowment which is becoming more and more serious. Therefore, in 2009 China began to plan the "new agricultural insurance which was to build a new rural pension system, and has made great achievements.It eased the pressure brought by the rural old-age problem greatly, however, still appeared to be inadequate when faced to the great needs of the rural elderly.Jilin Province is a huge agricultural province in China, riches in resources, extensive geographical, large population,however,the economic development is relatively backward. At the same time, Jilin's rural aging trend is serious, the rural old-age problem is very prominent. The development of the old age pension system in Jilin province has been slow, which has seriously affected the rural old-age problem. The author based rural endowment insurance practice, focused on outstanding problems of Jilin Province rural old-age, also to the current social, economic and political environment as the basis, the Marxist social security thought and socialist social security thought as a guide, the "new agricultural insurance system of Jilin Province rural old-age problem, by this paper to find Jilin rural endowment the existing system problems, and puts forward to the countermeasures and suggestions to improve.This paper is divided into five parts: the first part introduces the research background, research methods, research significance and innovation points, and reviews the relevant literature at home and abroad.
