This paper, in accordance with national energy policy "great pressure on small, energy-saving and emission reduction", in light of the actual situation of Huangpu Power Plant and it's surrounding region, proposes a feasibility study to determine the scope and main design principle. Analysis of balance between supply and demand of power, analysis of power structure and analysis of environmental and economic show that the project of Huangpu Power Plant"great pressure on small"is necessary. Single-factor analysis feasibility study is about the main scope of the project construction from the technical, economic, social, etc. Then, a comprehensive evaluation of the project of Huangpu Power Plant "great pressure on the small", is in a"fuzzy matter-element"model. Finally, the research shows that it is necessary of building the project of Huangpo Power Plant "great pressure on the small" 2×600MW ultra-supercritical coal-fired units. The project is feasible in technical, good in cost-effective and great in social benefits.
