The "positive List" System On The Impact Of China's Agricultural Export Trade And Its Countermeasures

With Japan's imports of agricultural products continues to increase,Japan's quarantine standards on food safety are becoming more stringent."Positive list system"(PLS),which was implemented in May 29^th,2006,can be said as the world's most stringent standards of pesticide residue limits.Japan,who took advantage of strong scientific technology,has set up a lot of obstacles on exports of agricultural products.In present stage,these technical obstacles are insurmountable for development countries,especially China,and will make a great impact on China's agricultural exports.This paper first gives detailed introduction of P1S,such as background,the specific contents and the legal foundation.In the paper,from the international trade in agricultural products of the use of technical barriers to trade,Japan's monitoring and the use of pesticides in agricultural trade,the status quo on three aspects to the issuance of a system of background,from the international rules and regulations,and Japan's domestic laws and regulations of the legal basis for the system,and then to a "positive list system" five specific contents of the residues revealed by comparing strict standards,on the basis of a certain of "PLS",this paper analysis the relative discriminatory and unscientific of it.And the paper gave the effects of economic from China's position,and gave the political effects based on Japan's position.Since it has be implemented,P1S has begun to show clear impacts on China's agricultural exports.These impacts primarily reflected in the increased cost,the decline of farmers' income and corporate profits.Further more,P1S will have a domino-style chain response and the international demonstration effect.At the same time,there may be certain that the system of the objective active role.This paper analyzes the causes of China's agricultural exports by P1S from its international background,both factors of Japan and China.Background reasons include WTO negotiations on agriculture,agricultural products has always been the issue of subsidies,as well as international agricultural trading system itself flawed. Japan's factors include resources and elements conditions,Japan's domestic economic and social development needs,and so on.China's factors include the agricultural standards,management and service system,the irrational structure of export markets.In responding to "positive list system" issue,the Chinese government has taken a number of temporary measures.For example,the Ministry of Commerce and the State Administration of Quality Supervision,jointly organised the agricultural export enterprises studying the "PLS".In long term,however,it is necessary for the three parts(the government,industry associations and export enterprises)to work together dealing with the P1S problems.And in this paper proposes a series of measures, corresponding number of successful cases through its feasibility demonstration.
