In the afternoon on January 7,2009,the Ministry of Industry and Information Technology of the People's Republic of China sent out three China's third generation mobile communication(3G) license to China Mobile.China Telecom.China Unicom, signed of China's telecommunications industry entering 3G era formally.From the views of the development of communications operators'3G data services in the world. the data services' revenue was mobile operators' main profit source in 3G times.Face fierce market competition of data services in 3G epoch.What should mobile operators do about their date services' competitive strategy in China? And existence what problems when to implement these competitive strategies,how to adjust also?In this paper,the main theories based on Strategic Management,Marketing. Operations Management.The paper learnt from foreign operators' experience in the successful development cases of data services.By the various way of empirical test, the trade exchanges,and special interviews,the paper obtained first-hand information. Using listing technique method,comparative method,value chain analysis,five forces model analysis,SWOT analysis and so on,the paper analysed present situation of data services in China and developed a certain research on trends in the development of data services.This paper applied related theoretical knowledge to study in the field of data services' competitive strategy of China Mobile in 3G times,and found some factors that Constraint a competitive advantage of China mobile's data service:lack of driving force on data services value chain,need to improve operations systems,lack of innovation on the growth business model,need to perfect personnel training and team-building.By analyzing and researching on the field of competitive strategies of communications operators' data services in 3G times,this paper will explore a channel to improve all-round data services' competitive strategy for mobile operators in China.At the same time,the paper put forward some time-sensitive and forward-looking solutions on formulation and implementation problems of China mobile' competitive strategy in 3G times:to integrate value chain,to perfect operating system,to make marketing differentiation,to build human resources.
