A commercial bank (hereinafter referred to as 'A Bank'), established in October 2000, is one of the overseas branches of a Chinese State-Owned commercial bank. A bank has established a modern management system, and its performance management system was already established in 2001 and since then implemented. Until now it is still being improved. Human resource is the most important in the resources of the financial industry, how to improve the staff's enthusiasm and initiative and how to maximize the potential of existing staff are urgent for A bank.However, actually there are so many human factors in the performance management, and it cannot adequately mobilize all staffs to involve their business. The promotion of the staff cannot embody the relativity with the performance as well. At the same time some Key Performance Indicators are incomplete and unscientific, and they only attach importance to few indexes regarding the Measuring Parameters, but ignore that whether A Bank has the sustainable development abilities in deed. Therefore, for the development of A Bank, it is very valuable to build the scientific and reasonable measurement in the performance management. We try to improve the current Key Performance Indicators to create the scientific and reasonable performance measurement index system, so that promote the development of A Bank.Based on the A Bank's existing condition analysis of the Key Performance Indicator and according to the standard design process, this text redesigns a Key Performance Indicator System to maximize the benefit for A Bank and all staffs, even for the whole society.This thesis includes five sections:The first section is the preface. It describes the background and signification and introduces the related theory and research method in this thesis.The second section describes the actuality, current Key Performance Indicator and measurement of A Bank's performance management.The third section describes the existing problems in A Bank's performance management including the selection, structure and application of the performance targets and so on. The fourth section is the emphases of the full text. It elaborates the whole designing process of A Bank's 3K performance management target. Firstly it analyses the positions, secondly analyses and establishes the Performance Indicators (3K) in accordance with the job description and A Bank's strategy, including the setup of Key Performance Indicator, Key Objective Indicator and knowledge & Skill & Ability.The fifth section describes some important problems during the implement of A Bank's performance management (3K). The first point is to pay attention to the mobilization and training before the implement of 3K assessment index system; the second point is to communicate with the relevant participants during the whole process of the performance assessing management; the third point is to integrate the scientific and human management and indicate the purpose of performance management.
