| Construction is a typical labor-intensive industry in China,which has absorbed a plenty of peasant workers,one third of the rural migrant workers' total.They almost all are first-line workers in the construction site.However,their income and welfare treatment are lower.And in the construction industry,the cases of violating the employment rules,reducing and even subsidies,welfare,labor protection and so on in arrears maliciously happen frequently,which reflects the confusion of the construction labor market and has seriously affected the healthy development. Morcover the remuneration does not match with "difficult working conditions,the poor,environment but significant physical" and the trend of social development of the living standard'.It violates seriously the labor theory of value.The paper begins with the labor theory of value,and then analyzes the current situation of the labor value level.Secondly,it points out the problems in the management to labor costs,studies the two basic elements of direct engineering costs in the project cost,quota consumption and unit labour cost.Thirdly,it establishes a dynamic management mechanism about the labor costs in project cost mainly through the analysis on the quota consumption and unit labour cost.At last, the paper puts forward suggestions to solve the labor problems of labor payment management from the determination,distribution,motivation and supervision to the remuneration and so on.The study shows it is a long-term,tortuous and arduous society mission to improve the payment and welfare treatment of peasant workers and make them live equally,which will require the state,society,business and all members of society to make joint efforts.To solve the problem of labor payment in construction market is not only a powerful powerful guarantee to construction employment system,but also is an inevitable requirement to build a harmonious society.Believe throgh people' joint efforts,the problem will be solved thoroughly. |
