Research On The Transference Of Rural Labor Force In Land Transfer Of The New Rural Construction

The New Rural Construction is a historical mission on the process of China's modernization. Transferring rural Surplus Labor to nonagricultural industries is an important way and channel to increase farmers' income,to realise agricultural efficiency and rural stability.It is not only related to sustained and sound development of the New Rural economy,but also linked to the overall situation of the Socioeconomic development and stability in the period of transition.To Accelerate the transferring rural labors and optimize the allocation of rural labor resources have great significance in speeding up the process of rural urbanization,broad-scale land management,industrializing agriculture,promoting the urban and rural development,as well as solving the three rural issues.In this article,various data collected is based on assimilating the related theoretics,methods and investigations.Though the methods of fieldworks and inside jobs,quantitative and qualitative analysis and inquiry into theoretics with Empirical Analysis,we made an overviews on the transference of rural labor in Bishan Country of Chongqing which was took as the research area and a deep analysis on the driving factors that can affect the rural labor transfer.This paper has the analysis of the interrelationships among the rural labor transfer,the peasant'swealth increacy and the rural land tranfer,and makes quantitative analysis on the afects of migrant workers training,then promotes some policy recommendations on the rural labor transfer,for providing policy guidance on the rural labor transfer in Bishan Country of Chongqing.This article consists of eight chapters.Ⅰ.Introduction.In this chapter,the author explains the purpose and the significance of the research,then refferres to the domestic and international summarization related to the rural labor transfer,and the research ideas,contents and methods of this paper.Ⅱ.Status characteristics and problems of the rural labor transfer.This section is the theoretical basis of this research.Taking the Bishan Country of Chongqing as an example,the author introduces the natural and socio-economic conditions of the study area,and analizes the current circulation of the labor force transfer under the land shifting in new rural construction.Thereby,some issues behind the current rural labor transfer has been discovered. Ⅲ.Driving mechanism analysis of the rural labor transfer.In this part,the writer modifies Todaro Model from the aspects of the economic,social,psychological as well as the land transfer,etc.and analyizes of the each factors on the rural labor transfer.Ⅳ.Analysis of rural labor transfer and wealth growth of the Peasant.Basing on the research of status characteristics and driving mechanism analysis of the rural labor transfer,the author creatively applicates of mechanical principle in comparing the income differences among migrant workers with farmers at home,then gets the conclusion that the number of migrant workers and the wealth growth supplement each other,which becomes the theoretical economic support for the development of labor economy.Ⅴ.Research on rural labor transfer and rural land shifting.This chapter is a core of the article.Taking the Bishan Country of Chongqing as the research object and basing on the fieldwork data,the author chooses the Pearsonion Correlation Coefficient method to study the interrelationships among the rural labor transfer,the agricultural Land shifting and the rural residential Land shifting.Then,it is indicates that the faster rural land shifting is,the better acceleration the rural labor transfer is.And the development of the labor economy speeds up the rural labor transfer.In a word,those supplement each other,which become an effective way to solve the three rural issues.Ⅵ.Research on problems of training for migrant workers in the transferring.In this chapter,training for migrant workers,a hot topic in transferring,is selected as the study object,the author adoptes the factor analysis,a method of the statistical analysis,and made quantitative analysis of the weights of various factors that affectes of the migrant workers training,so as to provide a theoretical basis for formulating relevant policies.Ⅶ.Proposals on accelerating the transfer rural labors.In the preceding chapters,through analysing of the Status characteristics,the existing problems,the driving factors,the farmers wealth growth,as well as the land shifting and training,the author puts foword some suggestions that target at speeding up the transfer rural labors.Ⅷ.Conclusions and outlooks.In this part,the author summarizes the main achievements and conclusions of this research.Finally,the author proposes some views on follow-up studies on the inadequacies of this research.
