Study On R&D Organization Of Enterprises Based On The Technological Innovation Theory

Now, in a country or an area which the economical development is to a great extent by which continues the technical innovation impels, in other words, the technological innovation is the main point which the economy grows. The technological innovation origins from the synthesis between the technical impetus and the market pulling force, then the R&D activity became the main way to realize the technical impetus. The level of R&D activity manifests its comprehensive strength including political and economical strength regarding a country. The function of the R&D activity in the national economy growth and the enhancement of international competitive power cannot be underestimated. Therefore, the enterprises of the developed countries all extremely take the R&D organization important. In recent years, along with R&D globalization thorough, in order to attracting the talented person who has the great ability of R&D, the foreign enterprises set up the R&D organization in China. So we must take the measures to promote on the level and scale of the domestic enterprise in establishing R&D organization, construct the technical support system of china.This article takes the technological innovation theory as the elementary theory, profits from the correlation theories achievements and the experiences of the domestic and foreign enterprises of establishing the R&D organization. On the base of studying the connotation and function of the R&D organization in enterprise, this article summarizes and develops the correlative theories about the service flow, the strategic choice, the human resources management mechanism and R&D expense accountant, and establish the appraisal target system and model of the R&D ability to the R&D organization of enterprises. It constructs a more complete theory system to establish the R&D organization in enterprises, and provide the basis and experiences in theory. Finally, through the qualitative analysis and quantitative analysis of the present situation in establishing the R&D organization in the Enterprise of Dalian, we find out the difficulties in establishing the R&D organization, discuss the countermeasure suggestion and the policy system, provide the reality basis to Dalian.
