With the development of science and technology, technical change has been the core of international economic competition and comprehensive national power. China has experienced significant economic growth, indicating an annual GDP growth rate 9.8% during the period of 1979-2010. With the transformation of economic growth, technical change has become the main driving force and decisive factor of economic growth. Shanxi is a typical resource-based economic province,with the exhaustion of resources,it is necessary to realize the economy transformation relied on the technique innovation. Shanxi province proposed strategic objectives: the contribution rate of scientific and technological advancement reach 50%,therefore it is necessary for Shanxi province to monitor the contribution rate of scientific and technological advancement. Continuous measurement of the contribution rate of scientific and technological advancement, it promotes economic growth pattern, mechanism and approach. Especially for resource-based economy provinces such as Shanxi,it is much more necessary to measure the contribution rate of scientific and technological advancement during the period of economic growth transformation. Measuring the contribution rate of scientific and technological advancement is beneficial to give advice to Shanxi provincial development strategy and macroeconomic management policies. So the research on the contribution rate of scientific and technological advancement which is an important index of scaling innovating ability plays an important role.How to measure the contribution rate of scientific and technological advancement? Theoretically, there is a big controversy, consensus has not yet formed. Shanxi government didn't officially released the contribution rate index, consider it,This paper try to find an appropriate mode to meature the rate of shanxi province which is a resource-intensive area of low technological innovation ability.Through the analysis of statistical monitoring data of scientific and technological progress, we know that Shanxi science and technology generally shown a steady upward trend, and the development is faster. But overall technical innovation is weak, economic development is a typical extension-type model of economic growth generally, science and technology contribute to economic growth is low. Allow for these character,by comparing the various math models, we consider it is appropriate to choose solow increasing speed equation as the mathematics model of measuring the contribution rate of scientific and technological advancement in the resource-based economies. This model can accurately monitor the status of scientific and technological progress in shanxi province. Although the solow growth equation has its shortcomings, but solow increasing speed equation proved to be one proper method to measure the contribution rate of scientific and technological advancement in shanxi province.In order to verify the model, this paper select data of shanxi province during 1998-2007 to measure the contribution rate of scientific and technological advancement, concluded these results.(1)Shanxi province's economic generally stable growth in the 1998-2007 years, economic contribution of the various elements decreased in the order of capital, technology, labor.(2)Capital on the contribution of the total output was higher than the contribution rate of labor and technological progress contribution rate in Shanxi province during 1998-2007 years, economic growth has become increasingly dependent on funds, economic growth is a typical extension-type model of economic growth, economic growth has not undergone any substantial change.(3)Contribution rate of scientific and technological advancement to the overall trend is downward in Shanxi province during 1998-2007 years,The result measured by solow growth rate equation is the broad scientific and technological progress, only about 10%, deducted these interfering factors , the contribution of pure science and technology will be lower. In short, considerable capital investment covered up scientific and technological progress contribution to economic growth, the effect of science and technology to economic growth is in a limited role in Shanxi province.Measurement is consistent with the qualitative analysis, it proved that it's feasible to measure contribution rate of scientific and technological advancement with the Solow growth equation in the resource-based economic area similar to shanxi province which has the characteristic of poor technique innovation ability and low contribution rate of scientific and technological advancement. Finally, this paper proposed a few advices to perfect the measurement work.
