Electric power industry is the basic industries to provide basic energy for the development of the national economy; meanwhile it is a public utilities people's lives are closely related to. The power industry's dependence on the Government continued to decline, and the competition mechanism is gradually introduced to the generating aspect after the electricity reform in 2002. The power enterprises to increase investment risk significantly for above reasons. Electricity investment projects are with long construction period and operation period of long, long payback period, the investment amounted to a huge impact on the community characteristics of the larger surface. So how to set up effective risk management mechanism, reduce the investment risks, improve economic efficiency and enhance their competitiveness, has great significance.The 2 * 300MW coal-fired units expansion project of Shandong Huaneng Xindian Power Plant is one of the key projects in Shandong Province tenth five-year power development planning. this paper introduces the domestic and international overview of the project risk analysis and new development trends, project risk management the basic content and economic quantitative analysis methods in the beginning chapters; then based on the theory of the thermal power project investment risk analysis, combined with the characteristics of power construction projects, the Power projects investment risk changes in trends and prevention strategies are studied in detail. At last, based on the market environment of the Huaneng Xindian power plant coal-fired units 2 *300WM project, combining with China's current management system for the power industry, trade policy, China's electric power market conditions, status of power supply and demand in Shandong Province and the power grid characteristics. The investment risk assessment and prediction on the Huaneng Xindian Power Plant were carried out, based on the annual power supply and demand in the future prediction. Policy risks, product and market risks, environmental emissions risks, financing risks and the impact of risk on economic efficiency in the construction process of the project may encountered are considered from the perspective of business investment. The degree of tolerance for risk was estimated, the possible risks were maximizing eliminated and the potential economic losses were reduced.The purpose of risk management is achieved through the establishment of risk prevention system and the different preventive measures to different risks. As the power industry reform has entered a crucial stage, this paper may provide some useful methods for China's thermal power project investment risks management.
