More complex production system, each subsystem larger single technological transformation effect is difficult to render independent. Also by the huge impact of the fixed assets and liquidity, financial evaluation method is also very difficult to the economic benefits of the true reaction of a single technological transformation projects. So, after a lot of power generation companies are doing the project evaluation, just a list of large amounts of data, and can not really determine the economic benefits of the transformation.
