This paper has taken Manzhouli city, a famous interior border open city of China as the study object, explored the method of land gradating of an interior border open city. Combined with the actual situation and local special features, took multi-factor assessment method as the method of land gradating.Choosing factors of land gradating is very necessary to multi-factor assessment method. In order to determine the factors of land gradating scientifically, this paper selected principal component analysis. By principal component analysing, nine grade factors were selected. They were commercial center, hotel and restaurant, farm produce market, traffic situation, railway station, coach station, airport, drainage status and heating status.The determination of weights has taken the average of the values of principal component analysis and Delphi method as the ultimate weight.The business land of Manzhouli was divided into 5 grades, the first-grade land distributed major in the western side of the city; the second-grade land not only extended outward along the first-grade land but also lied in the free trade area with a limited distribution; the third-grade land distributed major in the southern side of the railway and the beitun oasis; the fourth-grade land and the fifth-grade land distributed major in the sides of the city and wasteland such place that developed relatively slowly. For the commercial land, the area ratio of the first-grade land: the second-grade land: the third-grade land: the fourth-grade land: the fifth-grade land was 1: 4: 20: 27: 35. The housing land was divided into 5 grades, the area ratio of the first-grade land: the second-grade land: the third-grade land: the fourth-grade land: the fifth-grade land was 1 : 3 : 13 : 12 : 19. The industrial land was divided into 4 grades, the area ratio of the first-grade land: the second-grade land: the third-grade land: the fourth-grade land: the forth-grade land was 1 : 4 : 13 : 17.The land gradating work of Manzhouli, has taken MAPGIS as the platform, used its strong drawing function and special analysis module. From the work of basic map producing, single factor isoclines drawing, distance measuring to multi-factor adding, frequency histogram producing, land gradates determining and the area of all kinds of land summarizing, supported by MAPGIS all the time. It has laid a solid foundation for the next rational determination of standard land price.
