Study On The Development Mode Of Farmers And Herdsmen Specialized Cooperative Economic Organization In Tong Liao

The small-scale of farmers and the over-dispersion operational behavior, low degree of farmer's organization are the important factors to limit the income increaseing of farmers and the further development of rural economy. The cooperative practice in the developed nations has proved is the most valid arrangement to offset this gap. Although the major peasant cooperative economic organizations in our country has developed more than 20 years, the Inner Mongolia region come into being the really strong growth impetus just after 2000 years, because of the imbalance economic development of our country , as well as Inner Mongolia region is a combination of agriculture and stockbreeding, Inner Mongolia is lack of theoretical guidance and practical experience in those aspects. Therefore, the purpose of this paper is provide the theoretical foundation for the research on development patterns of farmers and herdsmen specialized cooperative economic organization in Inner Mongolia.In this article, the writer select the Tong Lao city as a object for the research, visited the Supply and Marketing cooperatives and the Farmers and Herdsmen Specialized Cooperative Economic Organizations in the seven town of Tong Liao city,and made an random sampling survey for farmers. This article take the positive analysis primarily, the normative analysis as the auxiliary research technique, to conducted a detailed analysis the needs and wishes of farmers and herdsmen that participate in the specialized cooperative economic organizations, the performance and development trend of different organize models.Finally, the author use Japan's development mode for reference, try to build a system for specialized cooperative economic organizations of Tongliao city, and put forward the corresponding policy for the existing problems.The main conclusions:⑴At present, the awareness of farmers and herdsmen generally low, and it with the degree of participation of farmers and herdsmen as changes in the same direction. With the deepening of awareness, involvement is also rising.⑵This stage, the farmers and herdsmen are more willing to participate in the specialized cooperative economic organizations that established by themselves or the Government took part in it as a propellant. But farmers and herdsmen are more willing to participate in the specialized cooperative economic organizations that lead by enterprises in some region where agricultural products are difficult to sale.⑶With the development of the rural economy, farmers and herdsmen improving their cultural level, the specialized cooperative economic organizations development patterns show the evolution of the petition process, in different stages of development the different patterns of specialized cooperative economic organizations will play their respective roles. Based on the above research conclusion, this article suggested as follows: Enhances the drumbeating and education to raise the cooperate awareness of farmers and herdsmen; Constitute correlative economic policy; Expand and cultivate the specialty products processing industry vigorously; Actualize the powers according with the responsibilities of the in charge department; To choose the development pattern should adjust measures to local conditions.
