Partnering Application In Highway Construction And The Method Of Partner Selection

Partnering model tried to build a flexible construction project management, which is based on mutual trust .sharing resource between users and participants to achieve a short-term or long-term agreement. This type of model has been widely used in construction industry of developed country, gradually being introduced to our country's construction and receiving a good result. This thesis is based on the review of the definition of model, organization structure, work processes and success factors, according to the structures of project management model .analyzes the feasibility of application on China's construction and used in highway construction based on three aspects—cost control, quality control and project control, and analyzes the limitations during the application.There are many successful factors in Partnering, the most important factor is how to choice the best partner which is decide the successfully of the project .so we need to manage the partner relationship effectively in order to require the maximizing benefits. Because of the limitation of our current laws and regulations, the owner need to choose partners by bidding and invited tendering at the first time. Based on our current tender evaluation system, my thesis proposes suitable flow, index evaluation system, evaluation principles and AGF comprehensive evaluation method . The prompting of this method is that through the analysis and summing-up of the Partnering success factors and analyses the evaluation methodology of common cooperative partners—analytic hierarchy process, grey clustering analytic theory and fuzzy synthetic theory, in order to build the AGF comprehensive evaluation method which is more scientific and superior. The theory is that the experts judge the candidates by evaluation system index and conduct the scientific calculation in accordance with the AGF comprehensive evaluation method. Under such kind of evaluation standard and evaluation system index to select the contractor can ensure the progress of the project favorably. Under full support of the data to select the best partners and look forward to building a more long-term cooperative relation and reaching a long-term cooperation agreement.The creative point of this thesis is the feasibility analysis about Partnering in highway construction project, and based on the traditional tendering process, set up corresponding evaluation index system and evaluation of principles. At last, it will combine these three basic methods of evaluation to form a new comprehensive evaluation method suited for the partner selection of Partnering.
