The Study On The Conversion Of The Role Of Government In The Development Of Tobacco Agriculture

With the evolution of tobacco monopoly system and social progress, the role of government was converting continuously in the development of Chinese modern agriculture of tobacco. This paper studied on the conversion history of the role of government, the results showed that the role of government was different at different times, it converted from the regulators before liberation to the comprehensive interventionist after the founding of the People' s Republic of China, and then turned into the promoter of organization after reform and opening up to the outside world, and became the guide of reform at last after entering the WTO. This paper analyzed the problems on the localization of the role of government in the development of modern agriculture of tobacco, and introduced the present situations of the role of government. The research indicated that the government had already become the maker of management system, the provider of law, the promoter of market reform, the regulator of industrial policies. At the same time, this paper also pointed out the questions of the role of government in the development of modern agriculture of tobacco, for example, there were some contradictions of controlling the smoking and the development of tobacco agriculture, the best suitable area of tobacco planting, the stiff pricing mechanism of tobacco and so on, the essence of these questions was a contradiction between excessive intervention and insufficient service. How to solve the questions of the role of government in the development of modern agriculture of tobacco, how to impel Chinese modern agriculture of tobacco to keep developing continuously, the government must solve these problems which face in the development of modern agriculture of tobacco. The new role of government was a clump or complex body, it was the mixture of the moderate intervention government, the public government, the readjust government.It was still a research focus on the role of government in social market economy, there had some research achievements at home and abroad, but there was nobody to study the role of government from the angle of development of modern agriculture of tobacco. The author attempted to research the blank field, and hoped to deepen the understanding of the theory of the development of modern agriculture of tobacco, simultaneously, the author hoped more people to think about how to promote the development of modern agriculture of tobacco in Practice by new ways, finally, the author hoped that the paper could give the readers some helps and lead more people to pay attention to the blank field.
