High-tech industry has got rapid progress and achieved great performance since the beginning of the 1980s in China. As the carrier of high-tech industry, high-tech enterprise has become one of the main motive forces of improvement of the independent innovation ability and the vanguard of constructing innovative country. The position of the high-tech enterprise in the national economy is becoming more and more important. The high-tech enterprise effectively promotes development of national econvmy.The issue of the core employee turnover has been a hot point of social and enterprise attention. The core employee is the carrier of the enterprise core competence. The employee turnover will weaken enterprise competitiveness, which is a problem to perplex the enterprise. So far, the study of both scholars at home and abroad has been largely focusing on its qualitative analysis. Metrological study of the staff turnover cost at quantitative level will be at the forefront of business and academic arena.Taking the core employee of high-tech enterprise as research object, the thesis analyzes on the character of the core employee of high-tech enterprise and then qualitatives analyzes of the staff turnover cost. The thesis holds that staff turnover cost includes explicit cost and implicit cost. First, the paper will carry out brief hypothesis explanation of model staff turnover cost. In this paper, we introduce time variable to build model staff turnover cost. This paper makes an empirical analysis. Finally, some countermeasures and proposals are put forward in accordance with the reduction of staff turnover costs.
