Human resources is one of the most creative core competition in organizations,and the level of human resources management is the key to enhancing the competitive competence of a corporation.Building up the enterprise employee's appraisal model can provide a practical tool and method for enterprise human resources management.With the tendency of human resource development,this dissertation discusses theoretically the competency model and its relative research on the theme of competency model and probes into the establishment of the competency model in small coal enterprises and its application in human assessment.The structure and the main content of this dissertation are as follows:the first chapter introduces the origin and background of this topic selected,forms the research thoughts and the frame of this dissertation.The second chapter integrates the definition of competency,the research progress at home and abroad,the competency model, competency assessment technique and the theories related to the competency.The third chapter analyzes K company's human resources status combination of K company's specific circumstances.The fourth chapter adopts group of experts to determine the competence factors,uses BEI method to describe the behavior and sub-elements of the competence factors,uses AHP to determine the weights of the indicators,and constructs a salesman's competence evaluation model suitable for K company.The fifth chapter applies the competence evaluation model to the appraisal of K company's salesman, analyzes the evaluation results,and points out the improvement direction of K company's human resources management.The sixth chapter summarizes the whole dissertation briefly and pointes out the direction of further study.The characteristic and innovation of this article is starting from the human resources management status of small coal enterprise's salesman,adopting the qualitative and quantitative methods such as groups of experts method,BEI and AHP together,building up a competence evaluation model suitable for coal enterprises salesman.And the practical application of this model in the K companie makes the assessment process and results more objective and scientific.This dissertation provides some helpful suggestions for small coal enterprises' salesman appraisal and enhancement.
