A Research On The Strategies Of Direct Supervision Of State-owned Land Property By Hunan Provincial Government

Due to the history and systems and many other reasons, the provincial governing land resources' regulation and potential haven't yet been fully played. There are some issues that can not be ignored.It's the socialist market economic system's essential requirement to effectively solve the province of state-owned asset management problems, to strengthen the state-owned asset management, to establish comprehensive state-owned assets management system. It's also an objective requirement to fully play land assets, to promote rapid economic development in Hunan Province's, to ensure the protection of arable land to protect the powerful.In this study, after analyzing Hunan Provincial State-owned land assets and characteristics, we found that provincial control of land assets have the following characteristics: First, the provincial governing land assets distributed imbalanced; Second, Land distribution are linear correlation to economic conditions; Third, the land distribution is affected by land resources, history, policies, etc; Fourth, large difference lies between different departments and industry.This study analyzed Hunan provincial governing state-owned properties' problems and refers two reasons. From within the system, the system itself has defects which reduced the efficiency, the provincial governing mode are not perfect. From external environment, the local land property management has legal obstacles, land markets are not perfect, the supporting policies and measures are not complete.Aiming at problems mentioned above, the study referred building Hunan provincial governing state-owned land property management Guiding ideology, Technology Roadmap and basic principles: the Executive response, the legal responses, the Economic measures, the technical countermeasures, the social responses.In short, this study for the development of provincial control of state-owned asset management of land resources and provide a reliable basis for policy to promote the provincial governing state-owned asset management of land resources to further improve the system, for an in-depth provincial control of state-owned mining assets of the potential of land resources, provincial norms governing the disposition of assets of state-owned land resources to realize the assets of state-owned land resources to provide economical use of intensive intellectual support.
