Discussion On Jiangxi Provincial Enterprise State-owned Assets Management Situation, Problems And Countermeasures

The State-owned assets always plays an important role in China’s economic development, the state-owned enterprise determined the success or failure of the reform of economic system, for this reason, the state-owned assets management has become an important part of public management. As one of the most important provinces in central China, Jiangxi, conducted the reform in management of state-owned assets and yielded fruitful achievements. At present, through closing the bankrupt enterprises or those are in tough time, Jiangxi province transforms the management mode of state-owned asset, start the reform restructuring of industrial enterprises and the seven systems of state-owned enterprises, the province-owned enterprises maintained a good momentum of development, the state-owned economic competitiveness and driving force further enhance. Because of the state-owned assets supervision system and operation mode have been constantly explored, still existing the development of enterprises is unbalanced, the layout in structure of state-owned economic structure is unreasonable, some enterprises are still not bring into the regulatory scope, the modern enterprise system construction lags, supervision means are not perfect and so on, and the management of the state-owned assets has caused more and more attention of experts and scholars.According to the exploration in the state-owned assets management system reformation in Jiangxi province and the present situation of the provincial state-owned assets characteristics, this paper uses the basic principle of the principal-agent theory, conceived the idea of "People’s Congresses at various levels-the state council and local governments-a political supervision system of all levels of the SASAC; the SASAC-the subject of operation of the state-owned capital-enterprise’s economic operating system", the basic frame supports the system of SASAC, and put forward the advice that establishing a system to unified the investors; using the public product theory, classified the state-owned enterprises in our province, according to the product properties and industrial structure, puts forward the point of view "classification select management model"; according to the characteristics of low exclusiveness of the state-owned assets, the paper also studies the means to perfect the state-owned assets management, in order to avoid phenomenon "free-riding" occurred in the state-owned assets; the paper also absorbs the central theories of state intervention connotation, the research provides local government regulation economic methods for our Jiangxi province, in order to bring the state-owned economy into play in making up the imperfectly market mechanism.Finally, the author hopes through the researches in this paper could provide some references on deepen the reform of the State-owned Assets management system for our province, and promotes the transformation of government functions, to accelerate the development of other economic reform and social undertakings in our Jiangxi Province.
