| Agriculture is an important matter that relates a country's national economy and the people's livelihood. Therefore, agricultural products have been a focal point which every country's government pays attention to. Our country is the second biggest supplier, Agricultural products trade is important both to China and Japanese.The WTO agricultural product trade agreement stipulates that: The member is authorized to take essential health measures to protect people's health. They can decide the hygienic standards height themselves. Though the member's standard is higher than the international standards, all the hygienic standards definite health safeguard level on the basis of"risk assessment". The domestic of Japan pay more attention to the people's health and environmental protection. Simultaneously, Japan has to implement strict examination on agricultural products'quality and safe level to avoid the society's stableness caused by the unqualified agricultural product import with the influence of developed media and public factors. Japan has to attach more importance to its agricultural production and farmers'benefit to lasso farmers because of its multi- parties reigning to strive bigger political benefit. So they set import limits and implemented many kinds of agricultural product trade barrier. Besides, our exported agricultural products have many kinds, the price is low. They are mostly the competitive relations, not supplementary relations. So our exported agricultural products have great impact on Japanese agricultural products. Therefore, China has become the first attack object of the trade barrier. Moreover, many low quality agricultural products go abroad because of low technique, bad security, unbalanced structure, undemanding enforced law and lack of export self-discipline. Therefore, many of the exported agricultural products become victim under Japanese agricultural product trade barrier.The main performances of Japanese agricultural product trade barrier are as follows:①many legal laws and regulations and security standard, use numerous and diverse examination quarantine system, which delays customs clearance and increase export cost;②formulate various unreasonable high standards, many of which are higher than the international convention standards; strict stipulation of agricultural product indication method and packing, unable to import if not conform to standards③apply the unique JAS agricultural product specification system. These above trade barriers have had serious influence on our country. They have caused suddenly drop of our agricultural products export amount. They have also increased export cost, weakened the export competitive advantage and improved the technical difficulty of our agricultural products.According to Japanese unreasonable agricultural product trade barriers, our country should take measures from macroscopic, center view and microscopic, namely the government, the public body, the enterprise and individual three aspects. In the government aspect: Adjust with WTO conflict solving mechanism and increase negotiation dynamics to rationalize the trade barriers. Use"green box policy"reasonably to support agricultural product export enterprise of our country;Strengthen Japanese trade barrier research and seek solutions. Strengthen technical cooperation with Japan and strive for signing the standards which both sides mutually acknowledged;Consummates our agricultural products'technical standard and authentication system;Consummate agriculture information network to strengthen related mechanism. In enterprise and individual aspects, we should pay attention to Enhance technology content of agricultural product; Strengthen the security management of agricultural products; Develop green and organic agricultural products; Adjusts agricultural product export structure to Japan and implement multiplication strategy of export markets. In public aspects, strengthen the intermediary function of guild, chamber of commerce, the consumer association and so on. |
