Forest resources is an important component of land and resources. As an important resource protecting the environment and the basic factors of production of forestry production, it needs a scientific understanding of the theory and valuation methods which can measure their ecological value of environmental protection and economic value in order to promote its effective protection of management and configuration efficiency. Now because the forest land use fees of Southern Collective Fore st Region collective is obviously on the low side which become the focus of debate for the management of the forestry sector in China and caused a series of difficulties. It is set according to government standards, a fixed payment of 30 percent of the price of forest land which leads rent enterprises and farmers into conflicts. Through the study of the subject, it will certainly be conducive to use rights of the state-owned forest land and the operation of collective forest land transfer in accordance with the law. It also can prevent the loss of forest resources of the state-owned forest resources and the collective forest resourses and protect the interests of farmers and reduce social disputes in order to promote a harmonious society. It comes to the following basic conclusions through the study of the subject.The price of commercial forest resources can lead rent capitalization and the estimated methods of the price of forest land: income approach, market comparison approach, the countdown remaining approach and the proportion of Approach.Diferential income of forest land is an imporant factor which can impact on the use fee of commercial forest resources. Whether the difference between types of forest land, or the difference between the location of forest land, both have an big impact on the amount of rent which the forest land can provide. But the impact of the difference in type is larger than the difference between the location. If the capital interest rates is 6%, the rent of forest land class I is 30.01 yuan / mu per year, class II is 20.79 yuan / mu per year and class III is 11.57 yuan / mu per year.In accordance with the principle of scientific, simple and easy-to-use, it is recommended the standard of the base use fees of commercial forest land are as follows: 20-25 yuan / mu per year, 12-18 years yuan / mu per year , 5-10 years / mu per year, 2-4-year yuan / mu per year. Or it can pay for the forest land rent by 10% of the sales price of the timber.The way to pay for the fees of the base forest land are as follows: The payment according to the proportion of timber sales price, based on the current price of the forest land, paid according to a fixed annual payment or sales price of products into the way into. But the payment of the proportion of timber sale price is more in line with the actual.
