Research On The Control Of Construction Costs Of The Primary And Secondary Schoolhouses In Weifang

Starting from 2001,the five-year-long primary and secondary schools' dangerous house reconstruction have brought a brand-new appearance to Weifang's primary and secondary schoolhouses and realized a great leap of school condition once again while alleviating school building security situations.During the "11th Five-Year Plan" period,the compulsory education safeguard mechanism reform has been carried out throughout the country in a systematic way and the schoolhouse construction are brought into the public finance safeguard entirely.Thus,a higher requests for the primary and secondary schoolhouses improvement project management should be setted.Standing at the new historical period and adapting to the development of Weifang economy and the contemporary education situation,the schoolhouses construction must take precautions.The quality of primary and secondary schoolhouses construction cost management not only relates the project quality and the effective use of the construction funds but also affects the long-term development of education and even teachers' and students' personal safety.As an educational construction organization and with insufficient educational investment, how to effectively use and assign limited construction funds,reduce the building cost of projects,save the cost of investment without reducing the scale,the standard,the time and the quality with the aim of enhancing the educational,economic and the social efficiency,further strengthening the management of project costs has become a heated topic.Since the control of project costs run though the whole process of project construction,in order to take an effective control on it,the management of the project costs must be strengthened in different phases.This thesis mainly discusses the cost control of the schoolhouse construction of primary and secondary school from the following aspects,investment decision-making,project design,public bidding,and the different phases of the whole construction project.This thesis regards the cost management as a control system,by adopting the theory of dynamic control,doing a research on the methods of the cost management of the schoolhouse construction of primary and secondary school as well as its application based on the objective procedure of the schoolhouse construction and the internal rules of the project management.This thesis makes a full analysis of the concepts,principles, characteristics of the cost management of the schoolhouse construction of primary and secondary school.Taking the project decision-making,the design phase and the management of the construction contract as its key points,this thesis makes an analysis of the main factors that affect the project cost of the schoolhouse construction and the methods of the cost management.By adopting the theory of management and economics as well as the methods of dim estimate,value project,quota design and analysis of the investment bias combined with the practical experience of the cost management of the schoolhouse construction,the author of this thesis proposes some strategies and advice of solving the problems of the low efficiency existing in the cost management of schoolhouse construction,which are of great importance in both the theoretical study and the practice of cost management of the schoolhouse construction of primary and secondary school.
