’Twelfth Five-Year plan’period in Shunde area population aging is accelerating, aging development is under pressure. It is expected that by2015, the elderly aged over60in Shunde district will reach196000, with an average annual increase of6000people. The aging of the population at an alarming rate, had a huge impact on Shunde economic development, political, culture and ideology, which triggered a series of social security problems, and labor resource supply shortage problem is particularly prominent.This paper uses the method of literature study the relative theories about the development of elderly human resource literature works were studied, summed up the old human resources development theory, constructs the elderly human resource development theory and system. Research on the Shunde area of the elderly human resource development problems and then use the method of qualitative analysis, put forward suggestions for improving the Shunde elderly human resource development, expected in theoretical research on my problems I deal with the aging of the population, to play a positive role in.Through the towns (street) the growing population aging, the elderly generally relatively low quality, the elderly human resource development, there is a big misunderstanding and elderly employment, education mechanism of full investigation and analysis, under the background of aging population all over the face diagnosis fault of Shunde old human resources development status quo policy documents and related agencies is not strong, weak management mechanism and management mechanism is not coordinated, the elderly with low level of education and post training is not in place and the serious shortage of employment platform is the fundamental reason of influence of Shunde elderly human resource development efficiency.According to the requirements of modern human resources management, successful experience at home and abroad, the elderly human resource development of Shunde’s overall planning, to help Shunde district government promote elderly human resource management level. Improvement of Shunde elderly human resource development measures:the reasonable formulate a specific policies and regulations and set up a special employment platform and mechanism, attention to the integration of community education for the elderly, the refinement and strengthening the community development of education for the aged standard scale and improve the social participation of older persons.Exploitation and utilization of the elderly human resource, to alleviate the ageing of the population brought about the lack of labor force has a strong practical significance. At the same time, Shunde district as Guangdong famous industrial city, carries on a research to the elderly human resource development, the elderly human resource development of Guangdong Province and other industrial towns have important reference significance.
