Aging population problem has become a common issue in the world. Since its entry into anaging society in2000, China has been profoundly influenced by the severe aging phenomenon inpolitics, economy, culture and society. Under the special overall situation, the way of developingold human resource turns out to be an urgent project to answer the call of constructing aharmonious society.With the development of human resources as the guiding idea, the potential of the old agehuman resources as the basis, the demand of social and economic development as the premise,and the development of modern science and technology as the turning point, this thesis willconceive the idea of human resources development of old age to reduce the burden of familypension, make up for human capital, alleviate financial pressure as well as maximizing the talentand promoting positive aging effect.This thesis will expound the background and research significance of the topic, and reviewin related domestic and international relevant theories and research trends of old humanresources development. Then through the statistics annals of the data, it will analyze the presentsituation of the development of country’s aging human resources to indicate such followingproblems as the low level of development, unbalance of development and incomplete ofdevelopment, concluding with the extensive analysis to the reasons, like backward concepts ofendowment, hysteresis of policies and regulations, inadequate security system, lack ofcoordination agencies, weak social identity and own conditions of the old. Hence, it will putforward feasible tactics from many perspectives including that the government has aresponsibility to build a favorable environment, while the market shall broaden the employmentchannels together with personal participating in practice.
