After our country joins WTO, many enterprises regard the talents as the key factor to gain competition advantage and success in this intense market competition, especially scarce talents who are R&D person in high-tech enterprises. Whether can make high performance and competent for their positions decide the development and success or failure of company in a way. But some problems also puzzled many enterprises like low recruiting success ratio, employee can not match the position, no training emphasis, hard performance weight and so on. Therefore, it becomes urgent matter to use the scientific method to determine standard of recruiting, training and appraisal for R&D person in high-tech enterprises.This study based on the competency model, is about the part of high-tech enterprises R&D employees'competence level and the level of performance. It mainly used questionnaires and interviews to verify the different levels of business performance R&D employees own different competence levels, and explain the reasons. According to above analyze, it complete the competency model for R&D employees, and give suggestions for its application and then make a solid foundation for the future development of enterprises. The results of this study show that:First of all, in the state-owned enterprise, the different level of competence of the R&D employees is significant different in qualifications, length of service, marriage situation and wages. Secondly, the performance of the enterprise R&D employees is significant differences in length of service, age, marriage situation and wage levels. That is, the elder, the longer the length of service time, the higher the wage level, and the married R&D employees have higher levels of achievement. Thirdly, the different performance levels of enterprise R&D employees is significant vary in the level of performance, that means the R&D employees'performance is in accord with their competence level. Fourth, there is a significant positive correlation between the level of competence and the performance, and there is also a significant positive correlation between the different aspects of the performance and competence. It fully verify the theoretical assumptions of this study, R&D employees'levels of performance is positive relate to the level of competence. This shows that the improvement in the self-management, team management, business management will be able to induce good job performance, and vice versa.
