Efficiency is the concentrated embodiment of competition power of hotel industry. It's essential to improve the efficiency of hotel industry for strengthening competitiveness and the opening of hotel industry. So it is worth being discussed how to measure the operating efficiency and how to improve it.The first part is introduction, which points out the research background and the significance through the domestic and foreign present situation research, elaborates the framework.Then the second part summarizes the basic theories about hotel efficiency and some common ways assessing it, so as to provide theory basis for the later research.The third part ,on the basis introducing DEA, making use of the historical data from 2002 to 2006 ,we get the relative efficiency value about State-owned hotels, private star-rated hotels, foreign star-rated hotels, analyze the data fully, and gain that the property rights structure effects the star-rated hotels efficiency.Part IV analyzes the impact factors of the hotel efficiency, the reasons for state-owned hotels inefficient and solution to raise the operating efficiency. For state-owned hotels, the main causes of inefficient is that property is not clear enough, failing to become an independent economic entities, management is misconduct, and there is no effective mechanism of market competition. The low efficiency of state-owned hotels enforces the necessity to improve it. In the way of improving efficiency of state-owned hotels, property rights system, corporation governance structure, incentives and professional management, the Group's operations are in need of improvement.The last part is conclusion, which summarizes some research results, and points out that innovation, insufficient in research and study direction in the future.
