As the further reform of The A Company, management system doesn't match the reform, encouraging mechanism is not sound and the other problems that are becoming more serious, which restrict the corporation's sustained, rapid and harmonious development. Technicians, managerial staff are actors of quality, progress and cost control, they are the core human resources as irreplaceable role in engineering construction. It is significant to correctly evaluate their performance and contribution in their positions, which can arouse their initiative and creativity and provide a strong motivation and intellectual support to corporation's sustained, rapid and harmonious development. So, Human Resources Managers of A Company are facing an important subject that to establish a scientific and effective technicians, managerial staff performance evaluation system.The paper gives comprehensive commentary of performance evaluation and relative theories, which provides theoretical foundations for further research of the technicians, managerial staff's performance evaluation in A Company. It points out the problems' reasons through further analysis for current situation of the technicians, managerial staff's performance evaluation. By analyzing the technicians, managerial staff's working functions and characteristics, the performance evaluation should include three aspects, work performance, work ability and work attitude. And work performance evaluation contains key performance indication (KPI), auxiliary performance indicator, professional management and negation evaluation. Use BSC (Balanced Scorecard) to analyze strategic objective of engineering construction, and design key performance and auxiliary performance evaluation indicators, and work out the detailed professional management evaluation and negation evaluation to fill the gap of BSC. Then make a performance contract to carry out. Use 360°examine method and rating scale method to design evaluation indicator of working attitude and ability. Combine the two aspects is a whole performance evaluation system. At the same time to work out the applied method for promotion, training and reward distribution. To ensure effective examine of the performance evaluation system, provide performance evaluation training, establish performance redress system, amendment performance indicator and the other guarantee methods.
