| At present, China has entered a phase of rapid urbanization, from 1998 to 2005 the level of urbanization increased rapidly from 33% to 43%. Integrated several institutions and scholars'predictions that by 2030 the level of urbanization in China will reach 60%, increased urban population mainly come from transfer of rural population. Migrant workers are inevitable social groups accompanied by industrialization and urbanization process since reform and opening.In accordance with China's current urbanization rate, the Ministry of Agriculture estimated the number of migrant workers in 2010 to be 137 million in 2015 to be 180 million in 2020 to be 232 million in 2030 to be 340 million. According to official statistics, as at the end of the year 2008, migrant workers population were 225.42 million totally all over the country, number of migrant workers who participate in urban workers endowment insurance was 24.16 million, only accounted for 10.7 percent of employed migrant workers. Social security of migrant workers has caused widespread concern in the society. Under this background, it is urgently to establish the characteristics endowment insurance personal accounts for migrant workers.This paper has three parts. Part I (Introduction, Chapters I and II) introduce context of this study, migrant workers account for the implementation of individual endowment insurance of the current situation and problems. Introduction part reviewed relevant literature study of domestic and foreign scholars personal accounts pension insurance of migrant workers, about research ideas and methods. Chapter I deals with basic theory of individual accounts establishment of endowment insurance of migrant worker, in order to provide a theoretical basis for follow-up study. Chapter II, analyze typical cities in establishing endowment insurance system for migrant workers such as Beijing, Shanghai, Shenzhen and Chongqing City, and also the endowment insurance of migrant workers the status of the implementation of personal accounts. There are huge differences between places in endowment insurance personal accounts of migrant workers on base pay and the pay rate; fund for individual accounts missing, inadequate regulation for funds, difficulties in maintaining and increasing the value; lacking legal protection for endowment insurance of migrant workers, information services and management software platform not in place and so on.The second part (chapters III and IV) is the core of this article. Chapter III clarify the principles on designing endowment insurance personal accounts for migrant workers, drawing on basis of domestic and foreign experience in migrant workers endowment insurance personal accounts, redesign migrant workers'individual accounts of endowment insurance in some areas. Intended to establish a suitable characteristics, lower payment threshold, pay flexibility, can be docked with urban and rural endowment insurance for migrant workers fully accumulation-style personal accounts. Design three endowment insurance programs of high, medium and low standards and evaluate the program. Chapter IV analysis feasibility of establishing new personal accounts pension insurance for migrant workers. Evaluate payment responsibility from different angles like enterprises, individuals and government.The third part (Chapter V) based on previous four chapters, provide a series of policy recommendations to optimize the operating environment of migrant workers endowment insurance system of individual accounts. Point out we should reform urban-rural dual structure, continue to deepen the reform of household registration system; enforce migrant workers'social security laws and regulations, and effectively protect the rights and interests of migrant workers; establish diversified fund-raising mechanism, expand scales of transfers funds; speed up the rural endowment insurance system; standardize enterprise employment system and actively promote equal employment for urban and rural areas. |
