Facing the dual pressures of development and transformation,state-owned enterprises pay more attention to the management of enterprise performance appraisal than before.As a municipal state-owned enterprise with assets of 100 billion yuan,ZXT Company undertakes the task of exploring a path to adapt to the reform and transformation of local state-owned enterprises.How to adapt to the requirements of market-oriented transformation,establish a standardized and reasonable performance appraisal system,and give full play to the incentive role of performance appraisal has become the key to the success of ZXT’s transformation and upgrading.On the basis of reviewing the relevant literature on performance appraisal and the relevant research on performance appraisal at home and abroad,through sorting out the relevant historical data of ZXT Company and conducting a questionnaire survey on the implementation of the current performance appraisal system of ZXT Company,this thesis finds that the performance appraisal system of ZXT Company has following five main problems: unreasonable setting of appraisal indicators and scoring methods,lack of daily supervision and appraisal,and failure to make the appraisal process open and transparent,the incentive and guidance function not obvious,and the feedback and appeal channels not smooth.The main reasons for the problems are that ZXT’s assessment system has not been revised in time,the implementation is not strong,the indicator setting does not match the company’s development strategy,and the support of senior leaders is not enough.Combined with the actual situation of ZXT Company,the performance appraisal system of ZXT Company is optimized by using the method of balanced scorecard(BSC)+management by objectives(MBO).It is mainly optimized from five aspects: performance appraisal index system,daily supervision system,appraisal process,result application,feedback and appeal mechanism.Finally,it gives the guarantee measures for the implementation of the optimization scheme of ZXT company’s performance appraisal system,including system guarantee,organization guarantee,personnel and capital guarantee,supervision guarantee and cultural guarantee.Through the optimization design of the performance appraisal system of ZXT Company,it is helpful for ZXT Company to realize the transformation and upgrading smoothly,and provides an important reference for the optimization and improvement of the performance appraisal system of state-owned enterprises,too.There are 41801 words in the text and 50 references.
