In recent years, the real estate investment of China is overheating, which threatens the healthy development of national economy and social stability. In 2008, the global financial crisis caused by the U.S. subprime mortgage crisis made the real estate to be stricken seriously in the current round of financial crisis, many real estate companies are caught in the financial deadlock. Enterprise management which considers financial management as its core has been the consensus of the entrepreneurs and economic circles. The real estate development business which depends on money-driven most should do a good job of financial management to nature and build the financial competence, which has important practical meaning from the view of status quo and the long-term development.Currently, most of studies on financial competence are mainly about the research of economic theory, in reality, it is difficult for them to combine the actual situation, so they are lack of practical value. Based on the studies on the core competence of enterprises both at home and abroad, the paper mainly studies the finance areas of the real estate development emprise, combined with core competence theory of emprise, financial management theory and the existing studies on the core competence of the real estate development enterprise, the paper puts forward the concept of financial competence of the real estate development enterprise and gives a deep analysis and discussion on it. Furthermore, the paper further studies the formation and mechanism of the financial competence of the real estate development enterprise, the forming factor as well as their relationship. At the base of these studies, following the principles of systematic, comparative, comparability, static and dynamic binding, combining qualitative and quantitative and so on, the paper establishes a scientific, feasible and practical comprehensive evaluation index system and Fuzzy-AHP-Grey evaluation model basing on the forming process of the financial competence of the real estate development enterprise. Then, the paper gives an empirical analysis with A real estate development enterprise in A city A province to verify the feasibility of the evaluation index system and evaluation model built in the paper, which is of great practical significance for improving the financial management of real estate enterprise and nurturing and building the financial competence of real estate.Although the paper researches the financial competence of the real estate development enterprise deeply, financial competence is a complex system which involves lots of contents, especially, the researches on the financial information management system, the effectiveness of resource allocation and evaluation on performance of financial competence are of vital importance for optimizing the overall function of financial competence, so the paper should take the further exploration and research in these areas.
