Regional Human Resource Development Solutions Research For The Basal Government

Human resource, as the first important resource, is getting more and more highlight than ever before. The regional economic development highly depends on the support of the regional human resource. During the regional human resource development, the basal government as the main developer, should not only do their best in the regional human resource development, which is their own responsibilities, but also should offer good soft and hardware for all kinds of other developers to motivate them to develop human resource. And also, the basal government should lead the human resource development to a benign circulation on the basis of the regional economic and social characters.This article made a research of Changshu as the example with the regional human resource development theory and the angle of current situation of economic development, and also analyzed the opportunities & challenges for Changshu regional human resource development, pointed out the problems in the regional human resource development which includes lack of total volume of human resource in whole team building, the conflicts of the human resource frame, and lack of the " two senior" human resource; and also the problems as below: the objective limitation in human resource environmental building, the subjective realization differences, slow carrier building, weak admin impetus, lack of cooperation systems among different departments, and absence of audit system, etc.This article also put forwarded following propositions according to the characters of Chanshu economic development and internal demands of human resource development: the solutions of Changshu regional human resource exploitation is building up the strategic system of Changshu regional human resource development; consummating the policy system of human resource development; enhancing the force of fetching in human resource to carve out in Changshu; exerting Changshu's own resource advantages, enhancing the validation of human resource exploitation; building up kind environment of regional human resource exploitation, boosting up the motivity of Changshu human resource development.
