Qualified contractor will not only fulfil the project according to owner requirement and project schedule, but promote developmet and formation of EPC contractor, enlargment the line circle, push forword the mode of organization structure and adjustment of insustry structure of EPC contractor as well. Unqualified contractor will give influence to the schedule , quality ,and bring out the risk of the project. Furthermore, it will impede the enlargment of line circle and abatememt the core value of the enterprise. Then, how to select the qualified contractor?Based on my working experience, the paper is from the process analysis of EPC project and reseach of the current China EPC contractor feature, problem, advantage and disadvantage, the procedures of project bidding and compare with the H refinery project bidding, to put forword the method of The Analytic Hierarchy Process (AHP) for evaluate bids and analysis the H refinery project Technical bid envaluation by using AHP combined with lowest price bid evaluation and miscellaneous bid evaluation and shows that AHP method are objection and scientific in evaluate bid.Then the paper analysis the risks of contractor and owner and generalize the method and measurement for avoiding these risks .In the end , the paper analysis the problem occered in H refinery project based on the situation of the H refinery project bids and summary the key factor in qualified contractor selection.
