The rapid development of economic globalization and information technology innovation are main causes of global competition pattern in the 21st century. The trend of economic globalization and regional integration requires enterprise change into the international ones. For the telecom industry, the foundation of the national economy, the internationalization trend is inevitable. Telecom operators bear a heavy responsibility as the core module in the telecom industry.Implementation of internationalization strategy brings the telecom operators both the potential benefits and enormous risks. Therefore, the internationalization strategic decision-making process seems particularly important. At present, domestic and foreign research focuses only on the analysis of specific tactics. There is little article analyzes the decision-making process in a systemic and normative way. And this is the significance of this paper.This paper analyzes content and steps of internationalization strategic decision-making for telecom operators in combination of internationalization practice and sets up an internationalization strategic decision-making model (PTP-strategic Positioning, Target market selection and Path selection) to provide a reasonable analytical framework for telecom operators.This paper is divided into seven chapters, of which the fourth, five, six chapters are the core content. Chapter I introduces the research background, the meaning and scope of the study and methods; Chapter II is the review of theories on internationalization including redefinition of internationalization of telecom operators and defining the research contents; Chapter III sets up the internationalization strategic decision-making model for telecom operators drawing on a common internationalization strategic decision-making model and combining the characteristics of telecom operators; Chapter IV,V and VI respectively analyzes the three key factors in the model: strategic positioning, target market selection and path selection; Chapter VII is a summary of the whole paper and reaches a conclusion of applicability.
