With the acceleration of economic globalization, competition among banking is becoming fiercer than ever. In response to the challenges, Industrial and Commercial Bank of China, Liaocheng Branch (ICBC, LCBR) has drawn up elaborate-branch development strategy. LCBR persists in the humanist management idea. It has carried on transformation of human resources management system, and new rank system has been initially formed. The method of assessment has improved and been refined. The new human resource policy arouses the staff's working enthusiasm, and promotes the business. Meanwhile, it is also true that many problems has emerged as the result of the new policy, for instance, performance appraisal (PA)is extensive, target is not rigorous, a team appraisal is divorced from an individual one, appraisal result can't be adequately used, feedback channel is un-smooth, and so on, which is suppressing the staff's enthusiastic. Therefore, to improve the human resource management level and to ensure the reaching of strategic targets in LCBR, human resource management focused on PA must be operated.At first, the article introduced basic theories of performance management (PM). And then, it makes a simple description to the current PM system of commercial banks. On the foundation, it makes thorough analysis and appraisal to the PM of LCBR. In the main part, it introduces the results of HR management promotion project carried on in 2007, which converge all the posts into four kinds. According to different posts, it re-engineered the PM system of LCBR. Finally, the article makes a summary to the research, and forecast the PM of commercial banks.The research is based on the PM practice of LCBR. In this article, systematical target complex is established to implement the operating strategy to every branch and post. With scientific tools, it re-designs measurement and assess means to make the targets be realized based on the strategic. While in this article, only part business is concerned, other business needs thinning in running process. And the PM is a systematic dynimic procedure. It lies in staff's participation. Its implementation must be established on software and hardware foundation.
