Research On The Implementation Effect Of Science And Technology Innovation Policy In Hebei Province

Science and technology change the world.With the increasing attention of the state to science and technology,all regions regard scientific and technological innovation as the focal point of their regional work.A series of current policies in Hebei Province have played a positive role in promoting scientific and technological innovation and regional economic development to a certain extent.However,while achieving results,we should also rationally analyze the degree of adaptation of the policies and the shortcomings of policies in the actual implementation process.On this basis,we put forward more specific measures to provide theoretical support and reference basis for optimizing the allocation of innovative resources in Hebei Province.This paper evaluates the implementation effect of science and technology innovation policy in Hebei Province by using the methods of literature study and comparative study.Firstly,starting from the reality of Hebei Province,this paper expounds the significance of evaluating the science and technology innovation policy,and analyses the research status at home and abroad.Secondly,it combs the policy of scientific and technological innovation in Hebei Province,and analyses the current situation of the policy of scientific and technological innovation in Hebei Province from three aspects: supply policy,demand policy and environment policy of scientific and technological innovation.Then select the evaluation index and construct the index system of the implementation effect of the science and technology innovation policy in Hebei Province.This paper calculates the membership degree by using the fuzzy comprehensive evaluation method and determines the weight of the index by using the entropy method.The evaluation results of each evaluation index are obtained by multiplying the two methods,and then rank the score values,so as to analyze the implementation effect of the policy.The empirical analysis of this paper is based on the comparison of the implementation effect of science and technology innovation policy between2009 and 2016 in Hebei Province.At the same time,based on therelevant index data of 11prefecture-level cities in Hebei Province in 2015 and 2016,the implementation effects of science and technology policies in 11 prefecture-level cities in Hebei Province were compared horizontally.In this study,the introduction of prefecture-level data,through the comparison ofthe implementation effect of science and technology innovation policies in different prefecture-level cities in Hebei Province,analysis of the problems in the actual implementation process,find out the weaknesses of policy implementation.Provide a theoretical basis for policy inclination in the province,and help to put forward pertinent adjustment proposals for relevant policies.The results show that the implementation effect of the overall S&T innovation policy and the three sub-policies in 2016 is better than that in 2009,and the effect in the later stage is more significant than that in the earlier stage.The scientific and technological innovation policy promulgated by Hebei Province has achieved remarkable results,especially in the implementation of the supply policy of scientific and technological innovation.The demand policy of scientific and technological innovation follows closely,and the environmental policy of scientific and technological innovation still needs to be further strengthened.
