Abstract:Innovation model has been developed from linear model to link model and then to network model, the network model is also called the regional innovation network, which is a non-linear dynamic model consisting of several local innovation participants connected through intermediary agency by knowledge sharing, resource complement and technical cooperation. Construction of regional innovation network which is made up by nodes, contact intensity and network structure is the basic solution to improve the local innovation ability and achieve economic development.Science and technology innovation is the main driving force of social development playing an important role in the whole process of local economic and social development, which also has decisive effect on a country or a region’s economic development. Science and technology innovation ability refers to that the region uses its own resource advantage, applies science and technology innovation output, carries out effective innovation activities, ensures the technology exchange and cooperation and fair competition and promotes popularization of innovation to improve the local overall competitiveness and drive other area’s economic development on the basis of sound and rapid economic development in this area. Science and technology innovation ability includes science and technology innovation support ability, input ability and output ability.Practice at home and abroad shows that regional innovation network has an intimate relationship with regional scientific and technological innovation ability. The overall technology level of Shanxi Province is low due to the central region location, so study of the relationship between innovation network and science and technology innovation ability of Shanxi has a positive role to promote economic development and transformation of Shanxi Province, it also has important significance to accelerate the rise of central China.This paper defines the regional innovation network using theories like agglomeration economy, transaction cost, organizational learning, innovation, regional competitive advantage and growth pole, analyses its basic framework; defines the science and technology innovation ability based on theories of institutional innovation, technology innovation and innovation cluster, analyzes its constituent elements. We measured innovation network and innovation ability of science and technology in Shanxi Province relying on grey correlation analysis method and entropy value method vertically and horizontally, measure values reflect the present situation of innovation network and scientific and technological innovation ability of Shanxi. We also tested causal and long-term stable equilibrium relationship between them with ADF test, Co Integration test, Granger Causality test and Error-Correction Model using EViews5.0for quantitative analysis after qualitative analysis. Finally, we put forward the countermeasures and suggestions to optimize innovation network and promote scientific and technological innovation ability of Shanxi Province.Innovative Points of This Paper:(1) the combination and the qualitative analysis of interactive mechanism of regional innovation network and regional innovation ability of science and technology;(2) the construction of the evaluation index system of regional innovation network and scientific and technological innovation ability, the vertical and horizontal measurement relying on grey correlation analysis method and entropy value method;(3) quantitative analysis of the interaction using ADF test, Co Integration test, Granger Causality test and Error-Correction model.
