Yangzhou City Science And Technology Innovation Ability Evaluation And Promote Research

In the reeent years,as our country’s regional economic strength enhanced remarkably,and the act of regional scientific&technological innovation becomes more actively,the progress of science&technology becomes more and more important to the whole regional’s development.City, as the carrier of national and regional competition, needs to be made a deep study under the circumstance of intensive economic competition at present. The research of urban scientific&technological innovation capability evaluation and its application means a lot to the urban science&technology progress.At present, the researches in home are focusing on the aspects of designing indicator systems and inducing different appraising methods into the evaluation.But there are still lack of the authoritative indieator system and appraising method. There are only simple methods been used to evaluate Yangzhou city’s scientific&technological innovation capability.Based on regional economy and innovation theory, an index system is established and a combination model is constructed by integrating multivariate statistics method and complex index method with fuzzy Borda method tocompare urban science&technology innovation capacity,and spplies the combination model to the reality analysis on provincial13cities including Yangzhou. The main conclusions are as follows:(1)The results of combination model applied to comparation of the science&technology innovation capacity meet the actual,showing that the combination evaluation method used science&technology innovation more rational,more practical value;(2)Yangzhou city’s scientific&technological innovation capability shows the trend of stable development,living in middle-level in the13cities in the province;(3)Through cluster analysis, Yangzhou belongs the third category of the science&technology innovation,having the great gap with the1st and2nd class cities;(4)Through the pairwise comparation with the1st and2nd class cities, and NanTong city that also located in Soviet Union but ranked top,we find science&technology innovation environment and high-tech technology industrialization development are Yangzhou city’s superiority,while, innovation input intensity, quantity and quality of output,and its improvement of continual development are weak.At last, based on empirical research results, this paper puts forward some suggestions from the aspects of the scientific&technological devotion system, scientific&technological human resource, the conversing of scientific&technological results respectively.
