General land use planning is an effective way to allocate land resources in realize land resources among different departments, is an important means to manage the land resources for the Functions department of the country.Regular evaluation of general land use planning research, is not only a response to the change of social economic developments and demands, but also the way to realize the healthy development of the national economy, protect the ecological environment, coordinat social relations, carry out the important guarantee of the sustainable land use.In this paper, take Chongqing beibei as an example, on the basis of analysising the land use status and structure in recently three years, refering the guidance of the country’s regulatr evaluation index system, selectied the natural, social, economic, ecological and other factors which closely related to the general land use planning as evaluation indicators,and corresponding evaluation index system was constructed, and the analytic hierarchy process (AHP) is adopted to the indexes weights assignment, with fuzzy comprehensive evaluation method as the research method,and finally concluded the results of the current regular evaluation of general land use planning. Through analyzing the evaluation results show that the current general land use planning has played a key role in scientific and reasonable, economical and intensive use of land resource, but with the improving of strategic position of Beibei, there is some thing not adapted with the planning. Therefore, this paper puts forward the planning timely modification mechanism, and give related suggestions. The main research contents and conclusions are as follows:(1) Analysis study area land use status and structure change. Research shows that in the past15years, great changes have taken place in the land use structure, the change trend of the main performance is the increase of construction land and the decrease of farmland. Beibei district construction land changed from7893.76hectares in1997to14489.59in2012hectares,and increasing439.72hectares per year on average. Agricultural land changed from62433.79hectares in1997to58342.35in2012hectares, reducing272.76hectares per year on average.(2) The evalution of general land use planning. Adopted the method of fuzzy comprehensive evaluation to evaluate the general land use planning, it is concluded that the current land use overall planning of regular assessment score is81.26, the finally result of the evalution of the general land use planning implementation are relatively satisfied. (3) Analysis of the current land use evaluation results of the general land use planing, found that:on the one hand, the planning implementation main indexes of evaluation score of81.26, the land economical and intensive utilization degree of the evaluation results score is83.27, the implementation of the planning and evaluation score is83.19, evaluation of ecological land protection Price results score of80.21, the four indicators evaluation results are more satisfactory, illustrate the current general land use planning implementation in2012, the main controlling indexes for the planning better implementated, land ownership, the protection of basic farmland area has been effectively implemented, the urban and rural construction land scale, the construction scale of cultivated land are controlled within the planning objectives, although each kind of construction land growth rate higher than market expectation, planning but overall, good planning and implementation, land benefit and land use degree are improved; On the other hand, the land use structure and layout, planning and social economic development of evaluation results of matching results score were78.97,76.31, shows that the existing land layout with the new economic and social development strategy and urban system structure does not adapt, land planning and major economic and social changes adaptability is poorer, and according to the current development speed, each kind of construction land will break through the existing planning objectives. Although land planning in the execution of the enforcement of the right, targets and management measures of land use planning smoothly, but due to the effect of major economic and social changes, economic and social development or trend deviates from planning objectives, is likely to continue planning regional economic and social development of normal form.(4) Build a timely modification mechanism, give planning new and vitality life. According to evaluation result analysis the problems and the insufficiency, establish timing planning mechanism, and puts forward relevant suggestions, general land use planning for the future and timely modification research provides practice basis.
