Because China have joined WTO and the progress of global economy are growing faster and faster, the level of the high-tech industry clusters competitiveness have represented the competitiveness of a country. Through knowledge flows which has lots of forms, high-tech industry cluster have been the most successful mode. We have to study on the competitiveness of high-tech industrial cluster based on knowledge flows, and use the system to estimate the competitiveness of high-tech industrial cluster in order to find a way to deal with the problems which happened in the development. That means this article have realistic and academic meanings.The aim of this paper which researched the high-tech industrial cluster based on knowledge flows is to find the problems during the development, and work out a good way to solve the problems. If we find the way to solve the problems, we can promote the competitiveness of the high-tech industrial clusters in our country. First, the article summarized all the research about knowledge flows and the evaluation indexes system of high-tech industrial clusters competitiveness. Then author given the conception of the high-tech industrial cluster competitiveness and researched why the competitiveness formed. After that we discussed how the knowledge flows affected the competitiveness. Base on the knowledge flows, we established the evaluation indexes system of high-tech industrial clusters competitiveness.At last, we used the established method to appraise high-tech industrial clusters in Beijing and Shanghai. The result is that compared with the clusters in Shanghai, the knowledge flows moves faster in Beijing. And the high-tech cluster in Beijing is more competitive than it in Shanghai.
